No refresh after Website State Setup

Scraper should not reload the start URL after completing the Website State Setup.

Example use case:

The website shows the set of records between two dates. Has two forms (start date, end date) and a submit button. After clicking the submit button, the records are displayed but the URL remains the same.

Refresh after the initial sequence returns the website to the main page (since the URL has never changed) that doesn't show any records.
